Notice is hereby given that the Board of Directors of the Franklin Street Community Improvement District will conduct a meeting on July 11, 2017 at 3:00 p.m., at 201 South Franklin Street, Basement Conference Room, Kirksville, Missouri 63501.

B. RESOLUTION NO. 17-01— A RESOLUTION AUTHORIZING THE FIRST ACTION OF THE BOARD OF DIRECTORS OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT.
C. RESOLUTION NO. 17-02—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT AUTHORIZING THE CHAIR OF THE BOARD OF DIRECTORS TO EXECUTE A REDEVELOPMENT AGREEMENT BY AND AMONG THE CITY OF KIRKSVILLE, MISSOURI, THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT, THE FRANKLIN STREET REDEVELOPMENT CORPORATION AND KIRKSVILLE COMMERCIAL DEVELOPMENT, LLC, AND AUTHORIZING CERTAIN ACTIONS IN CONNECTION THEREWITH.
D. RESOLUTION NO. 17-03—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT APPOINTING A CUSTODIAN OF RECORDS; AND ADOPTING A POLICY IN COMPLIANCE WITH CHAPTER 610 OF THE REVISED STATUTES OF MISSOURI, AS AMENDED.
E. RESOLUTION NO. 17-04— A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT ADOPTING A COMPLIANCE REPORTING POLICY.
F. RESOLUTION NO. 17-05—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT ADOPTING A FUND BALANCE REPORTING POLICY; AND AUTHORIZING CERTAIN ACTIONS IN CONNECTION THEREWITH.
G. RESOLUTION NO. 17-06—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT APPROVING THE BUDGET OF THE DISTRICT FOR THE FISCAL YEAR ENDING DECEMBER 31, 2016; AND APPROVING THE BUDGET OF THE DISTRICT FOR THE FISCAL YEAR ENDING DECEMBER 31, 2017; AND AUTHORIZING THE CHAIR OF THE BOARD OF DIRECTORS TO SUBMIT SUCH BUDGET TO THE CITY COUNCIL FOR THE CITY OF KIRKSVILLE, MISSOURI, IN COMPLIANCE WITH THE COMMUNITY IMPROVEMENT DISTRICT ACT; AND AUTHORIZING CERTAIN ACTIONS IN CONNECTION THEREWITH.
H. RESOLUTION NO. 17-07—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT; AUTHORIZING CERTAIN OFFICERS OR AGENTS OF THE DISTRICT TO ESTABLISH A BANK ACCOUNT AND ORDER THE PAYMENT OF MONEY FROM THE ACCOUNT; AND AUTHORIZING CERTAIN ACTIONS IN CONNECTION THEREWITH.
I. RESOLUTION NO. 17-08—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT ESTABLISHING A PROCEDURE TO DISCLOSE POTENTIAL CONFLICTS OF INTEREST AND SUBSTANTIAL INTERESTS FOR CERTAIN OFFICIALS.
J. RESOLUTION NO. 17-09—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT APPOINTING LEGAL COUNSEL FOR THE DISTRICT; AUTHORIZING THE CHAIRMAN OF THE BOARD OF DIRECTORS TO EXECUTE AN ENGAGEMENT LETTER WITH THE LAW FIRM OF HAMILTON WEBER LLC FOR LEGAL SERVICES FOR THE DISTRICT; AND CONSENTING TO CONCURRENT REPRESENTATION.
K. RESOLUTION NO. 17-10—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT AUTHORIZING THE CHAIR OF THE BOARD OF DIRECTORS TO OBTAIN INSURANCE FOR THE DISTRICT.
L. RESOLUTION NO. 17-11—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT IMPOSING A SALES AND USE TAX OF ONE PERCENT (1.0%) UPON RETAIL SALES LOCATED WITHIN THE BOUNDARIES OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT TO BE PRESENTED TO THE QUALIFIED VOTERS IN THE DISTRICT FOR THEIR APPROVAL BY A MAIL-IN BALLOT ELECTION.
M. RESOLUTION NO. 17-12—A RESOLUTION OF THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT AUTHORIZING THE CHAIR OF THE BOARD OF DIRECTORS TO EXECUTE A INFRASTRUCTURE MATERIALS PURCHASING AGREEMENT BY AND BETWEEN THE FRANKLIN STREET COMMUNITY IMPROVEMENT DISTRICT AND SELECT KIRKSVILLE, LLC, AND AUTHORIZING CERTAIN ACTIONS IN CONNECTION THEREWITH.
